Estonian citizenship and release from a citizenship

Estonian citizenship

Even though Estonian Citizenship Act states that an Estonian citizen may not hold the citizenship of another country at the same time, there is an exception for citizens by birth (i.e. citizens who have acquired citizenship by descent) as they have the opportunity to have (and apply for) Estonian citizenship and identity documents in addition to their current citizenship.

For more information on applying for primary identity documents, please see here.

Release from Estonian citizenship

Pursuant to the Estonian Citizenship Act, an Estonian citizen may not hold the citizenship of another country at the same time. Therefore, a person who has acquired Estonian citizenship through naturalization or through marriage must renounce Estonian citizenship when acquiring the citizenship of another country. This requirement does not apply to Estonian citizens by birth, therefore citizens by birth (i.e. citizens who have acquired citizenship by descent) have the opportunity to have (and apply for) Estonian citizenship and identity documents in addition to their current citizenship.

The application for release from Estonian citizenship can be submitted directly to the Police and Border Guard Board either by post or by e-mail; there is no need to use the mediation of a foreign mission.

For a minor under the age of 15 , an application must be submited by their legal representative. A child aged 15-18 can submit an application if their legal representative gives consent.

The state fee for applying for release from citizenship is 150 euros. For additional information and before submitting an application, please contact the migration advisor of the Police and Border Guard Board, contact details can be found here.

The Government of the Republic decides on the release from Estonian citizenship within one year.
